The Five-Year Plan: Provide a better quality of life for the tribal members by providing safe and adequate housing for low-income families. Provide enough housing that every tribal member who needs housing can be housed in safe and sanitary homes. Goal #1: Have an active housing authority to develop programs that will assist families with housing needs. Objectives:
- Establish a housing policy using the information attained by the tribal needs assessment.
- Established a program to promote home ownership for tribal members who have been trained and qualified.
- Establish a waiting list for people who are ready for home-ownership, others who are in need of rental units.
- Continue to provide training for staff and housing commission members to improve the management of tribes housing programs and an understanding of funding programs.
- Promote total tribal participation in all housing and programs by providing information with public meetings, workshops groups, and a housing newsletter.
- Create a repair loan/grant program for members who own homes but have been unable to afford to make necessary repairs.
- Establish a tribal team to review all request for repairs.
- Create a 501 C-3 Public Benefit Corporation for the housing Authority. This will be purchaser of tribal housing, which will be procedures that will identify new ways to provide housing with State and Federal programs.
- Look for programs that will allow for leveraging opportunities for housing funds.
- The housing authority will adopt foreclosure procedures that will comply with use of Section 184 HUD insured mortgages within the tribal service area.
Goal #2: Tribal participation programs that will promote home ownership and aid low and very low-income members. Objectives:
- Training to develop skills needed for home ownership, offer training for family budgeting, understanding all elements of home ownership (Homeowner insurance, minor home repairs, how house payments are made, etc)
- Establish relationships with banks and investment groups to inform them of the qualified investment and lending opportunities under Federal Community Investment Act in the Indian Community.
- Seek funds form additional capital contributors to improve and promote quality housing both on and off the reservation for benefit of low-income families.
Goal #3: To acquire property and housing for benefit of the tribal members so that every tribal member has shelter that is safe, sanitary, and decent.
Objectives:
- Search for land to provide homes sights for tribal members.
- Purchase a land base to be the tribal reservation.
- Do land use plan for tribal housing on newly purchased land.
- Do land assignments on the reservation and make land assignments.
- Start a self-help Housing on reservation for ownership,
- Purchase additional family units to be owned by the housing authority and used for low-income families.
- Purchase scattered multi-family housing units every year to balance with new construction on the reservation to create a housing inventory to balance the demand for housing. The goal is providing some form of shelter for all in need.
Goal #4: Provide housing and support services too the most disadvantaged tribal members. Objectives:
- Make rental loans needed to relocate for employment. (First and last month rent and or deposit).
- Make utility grants and loans to members who cannot make utility deposits or utility bills and the loss of utilities would cause health or safety hazard. (Make loans on a case-by-case basis).
- Establish an emergency fund for members who have immediate problems of being without shelter or are facing impending eviction.
- Establish a transitional housing program for the homeless. Offer counseling and training to assist in breaking the homeless cycle. Assist with attaining State or County benefits that might be available.
- Build six units of transitional housing on the reservation.
